What's the issue you're having with it? I don't really have enough context to give you suggestions.
The accuracy of the in game timer can vary by some frames, so that's not a foolproof way to know if you got a framerule or not.

You can use the VC version for any category except Any% (with wrong warp).
If there is any publicly available information regarding its accuracy and framerate, then it could be considered. If not then, I wouldn't hold my breath. For a game that is as optimized as this one, stuff like that matters quite a bit.
JU is indeed NTSC. J is for the Japanese version and U is for the US version. The game is the exact same for the NES/FC so that should be why you see both letters on this one.
Sometimes the roms will have the region in the filename at the end. If it has "E" then that's likely the PAL version. NTSC version would likely be marked with "U"
PAL version is not recommended unless you're intentionally wanting to run that version. The music will sound faster than normal but other sound effects such as entering a pipe will sound slower than normal compared to the NTSC version.
Among the most commonly used emulators are Bizhawk, FCEUX and Nestopia. See if you get better results using the latter two.
It's not unheard of that someone may not want their runs posted to a leaderboard. Mods have added runs to leaderboards before (and not just this game specifically) without the permission of the runner and they were not pleased and asked to have them removed. It becomes a situation in which some perceive as crossing the line and I've seen a few get pretty angry about it.
I don't think making the leaderboards "as accurate as possible" overrules the wishes of someone. It's their run. If they want it on the leaderboards, they can submit it. If they don't, then that's perfectly fine. People can have whatever reason they want for not having it on here and that choice needs to be respected.
Your position isn't moved as far doing forward jumps opposed to backwards jumps. That's why we do it that way.
It's not an emulator problem, it's just a position and execution problem.
I've performed this wonderful magic at least 5 times in my past two streams. I think I did it back to back once.

Ezra, we aren't here to bring others down when they have accomplished something. Knock it off. If that's what you're into, then I don't know if the speedrunning community is the right place for you.
Just break off those two tabs with pliers and that's all you have to do.
You don't need an SFC to play J carts. There's two tabs that you just break off on the console with pliers and it will allow you to play J carts. That's what I and many others do. You're not going to hurt anything by breaking those tabs off. You can get J carts pretty cheap.
I'm not a mod of this leaderboard but I feel the course of action would be to link the runs per his request (or he could submit them under that account)
Also note that the account was created a year ago and has not been logged into for a year as well.
This falls under Any% and is just using a different strat.
