Are you allowed to use your 2 side mouse buttons for speedruns?

Am I allowed to use my two side mouse buttons for speedruns.

Sorry if I sound dumb but how do you download w-split? It takes me a site but there is no download button.

I know this is very late. But does this mean that I can't set up my dpi on my mouse because it can't be done in-game
