How I do it, if you have a decent laptop, download your videos open them in a player like VLC, have a timer setup to have global hotkeys, and have a streaming software like Xsplit.
What you do is make a scene in Xsplit with the video window captured, and have the timer captured go to local record then play the video and start the timer at the correct timing and then of course end it at the correct timing, then end local record.
I hope that helps you some. It's what I did to have an overlay and splits in my early days of speedrunning PS4 without a capture card.
Did you see the mod edit from your challenge 1 submission after it got accepted? I made an exception to that IL as after I retimed it it was exactly 51 but it was hard to retime a run that starts the frame you hit play on the video. We added the new rule after it because we thought it was gonna be the thing everyone would do and didn't think we'd need it. Redo it with you accepting start challenge and us mods will retime it and post it as that time. This will be for all runs without an on screen timer. Or you can do it yourself, just redo the editing of all your runs but include an onscreen timer somewhere like you see on my runs. This will help deal with milliseconds.
Another reason is just the fact a run doesn't exist. It will be added as soon as someone shows interest and decides to do it. So far the only person to do a 1-30 run was BigBossMan on the N64 version. It is a difficult task so it scares everyone away lol.

The N64 version of Perfect Dark leaderboards have mainly came from the elite.net with the difference of us adding in emulator categories. My general rule of thumb is once 2 runs are done of a category I will add it. As for why no one has done co-op runs that is a good question that I don't have an answer too lol. You and a friend can be the first if you want. Then join the Discord that is linked in this forum and maybe you can talk some one else into doing a run with a buddy of their own and once that happens I will add it.
Though if it gets enough support and no one else can do the 2nd run I will probably just add it anyways because co-op runs sounds like it should be on the leaderboards.

That is usually where all the discussions on the games happen and even discussion on romhacks of GE and PD, and other Rare games. It's not very active but you can know at least when a change is being made.
Yeah they are accepted for all times above 32 minutes assuming Agent is the category. Other difficulties haven't really been thought of yet. As well as emulators as a whole. Any time gotten under the 32 minute mark will only be accepted on the actual hardware. This is subject to change in the future though as there haven't really been a huge discussion on it yet.
Not really wanting to add to the debate other then I'm one of the it's a mission so it counts people but I do want to point out one thing and that is that the other bonus missions do not have a cheat to unlock. Not adding that as a point in keeping the duel just wanted to point it out so you don't have false info.
