Can mods Like unleashed project mod & other Huge mod packs be added as a misc catagory ? On here or is it more suited for the sonic fan games

i am new on this website i always wondered like how for some games there are 100% catogories & some doesnt do you have to request them or something or are they there by default & if you can add new misc catogories how do you do it
