Unfortunately, especially for classic gaming, Windows 10 is an infested pile of AIDS. The OS is pure trash in my opinion and there's nothing we can do about that. Almost everyone with problems with this game is due to Win 10 bullshit. Multiple people had the issues with resolution change after that update the other week as well. Best thing I can suggest for playing most old games is don't use Win 10. If you ask me, the entire OS is a bucket of shit anyway.
Hmm, I wish I had a solution for you :( Bio1 PC is just not very stable and a poorly executed port sadly. Just keep asking around, maybe someone has a solution. I hope you get it fixed soon.
It's common for the window to get stuck on a smaller size when switching resolutions. Usually you just have to restart the game a time or two and it will work. If it won't work after all of that, I'm not sure what the problem is. Which patch are you using for the game? SuperGamer's 1.7 or 1.8?
The game doesn't support dpad no matter which controller you use. Like Nevs said, it has to be mapped with a program like that. This won't be a problem for much longer because there is a new patch that's going to be posted in the resources very soon that adds official controller support. Will have both direct input and raw input. Hang in there a bit longer.

I think the ink ribbon is a little too far out of the way, even if there's no picking up animation. I think I tested this when the route was new and the herb is faster since it's directly on route.

Any version will be fine. I recommend Director's Cut over the original because it has faster loading times. Dual Shock is fine too if you don't mind the terrible soundtrack lol.
As for the fire round pickups in guardhouse, I would have to time this to be sure but I'm almost 100% positive it would be faster to pick up the explosive rounds from the save room instead. The flame rounds would require taking a bite which will be more trouble for lesser skilled runners, plus time loss, plus the animation of kneeling down to pick it up. The explosive rounds in the save room is an instant pick up with no animation.
Can't believe I just noticed this post. Sorry about that Kitaro. I've never messed with any filters in the emulator before. It is preferred that the emulator isn't configured past what is necessary to run the game and capture it. As long as it doesn't affect loading times or cut off any of the game screen, it should be fine. I will have to get in there and experiment with this filter and ask the other mods if they know anything about it.

I did a coop run with a friend and was wondering if RTA is actually mandatory to submit? I was also wondering why the coop run of mission 1 has an RTA of 9m 40s? It seems to be much longer than the video. 1 more question about the layouts? What are they exactly lol? Sorry, we are noobs :)
That is very strange. I would recommend asking around in the official RE speedrun discord in case you haven't done so yet. Usually somebody will have an answer for most problems.
This is a seemingly random issue that happens to everyone. It usually happens 1-2 times in a row then works fine. If it keeps happening several times in a row, it might just be me, but try pressing the key slower when changing through the resolutions. If it still happens then I'm not sure what the problem could be.
Yes, it is ok to use the mouse. It is just emulating the touch screen and stylus which is intended to be used in the game.
The music depends on which Director's Cut you have. There's Director's Cut and Director's Cut: Dual Shock. The Dual Shock version supports the analog sticks and has a different soundtrack than the original and Director's Cut. If you get just the Director's Cut, it has the same music as the original. Music is the same for each character no matter which version you choose except for a few specific cutscenes.
