why was it even added in the first place? it doesn't even make sense as a category because you can run any season to get it, which is stupid
Please do not use a strawpoll, which can be faked. Gather votes manually from anyone who has submitted a run in the past 6 months, or something along those lines.
Yes, include tainted characters in 1 char.
A 36-character run is not 100% completion though - that's something entirely different. Several people have done 100% runs before, but they were all segmented, and it never became popular enough to warrant its own category.

I'm not a mod but typically, we want there to be multiple people (like 5?) running a category before it becomes official. Is anyone else running this category?
Yes, a complete save file is required so that all players have the same possibilities.
As for playing on Xbox, everybody that I know of plays on PC for several reasons:
- PC can easily reset a run. (On some consoles, there is no reset button.)
- PC has all of the DLCs.
- PC is up to date with the latest bug-fixes.
- PC can easily stream the game on Twitch, which proves you are not cheating.
- PC can easily show a timer on the screen, which is required.
- PC can use the item tracker so that you don't have to waste time in your speedrun by showing the seed.
- PC can use mods, which are required for certain non-vanilla categories.
Speedrunning this game typically involves playing for hundreds (or thousands of hours), so if you are serious about it you should obviously buy and play the game on PC.
R+ stands for Racing+, which is a mod for the game. But you can't use mods on PS4, so it doesn't apply to you.

No. Everyone speedruns on the PC version, so you could consider just buying that. Can you even reset the game on PS4?
While many players play The Binding of Isaac in different ways, the official categories on Speedrun.com reflect the most popular kinds of speedruns. Subsequently, before a category is added to the site, typically there needs to be at least 5-10 people running the category with recorded runs on Twitch/Youtube/etc.
If you want to speedrun Greed Mode yourself, feel free to do it. If you want the category to get added to Speedrun.com, then come up with official rules, encourage others to speedrun it with your exact ruleset, and then come back when there are 5-10 recorded runs.
Now to address Green Mode specifically: Historically, Greed Mode has not been popular as a speed category for two main reasons:

Consistency: In the "normal mode", the best speedrunners are extremely consistent - they almost always are able to complete a run in 10-15 minutes. Greed Mode is a different story - being able to win the run at all is not guaranteed, let alone achieve a specific window of consistency. Part of this is due to balance - DD/Angel rewards are not well designed, but part of it is just inherent in the mode, as you are not able to start an item from the Treasure Room pool.

Depth: Greed Mode is a simplified version of Isaac. It has less items than normal runs. DD/Angel rewards are less interesting. It removes a lot of the depth and strategy that goes into a normal run. And it gets boring faster than normal runs do.
