Yeah there are just too many variables to say definitively that Game A has a more optimized WR or Top 3 placement than Game B, regardless of players.
To start with @Oxknifer argument, there are plenty of smaller playerbase games in which the full game world record is within a second, sometimes even a single frame away from theoretical limits. Its hard to say this isnt impressive compared to a popular game (lets say Halo 2 Legendary) where the theoretical limit is still about 4 mins away. These are equally as impressive world records, and ultimately comes down to what game you as a spectator would rather watch.
Another factor of course is leaderboard inaccuracy, especially with in-game leaderboards. This is most prevalent with racing games, but for example, one of my wrs on the site is in a category with no other submissions (so by default I have wr) but on the in-game leaderboards I'm 12th out of 800,000, so i would still say records like that are still impressive.
So yeah its very hard to compare this stuff and also why there isnt a global leaderboard called "Player with Most Impressive World Records" because that just wouldnt make sense.
You dont have to wait 21 days if the mod has been inactive for over 6ish months and has no contact method. The 21 day thing is a general timeline for submitting runs and has a lot of flexibility depending on circumstance.

So according to RichWhitehouse, the creator of BigP, cybermorph is one of the best performing games on the emulator, as this was one of his test games when building the emulator. He goes over the intricacies in this video here, but the emulator is very accurate compared to original hardware.

Depends on the game, but for more popular games, within a week or two. For smaller, less popular games, runs usually get verified pretty quick as long as the moderator is active
If your run is pending for longer than 3 weeks and the moderator is active, message them through discord or another linked social media to see the status of your run. If they still don't verify your run (in about a week), you can take over moderation through the support hub. If the moderator is inactive from the start (over 6 months since last login), you only have to wait a week-ish until you can take over moderation.
Keep in mind, minecraft is about 3-6 months out on verifications if thats your game of choice.

That being said, YouTube/Google Drive and Twitch are the safest bets, however there are people who cant access/do not want to sign up for these platforms. Whatever popular video sharing site thats popular for your region is the best bet. Other recommendations include: BiliBili, Mega, Dropbox, Onedrive, Odyssee, PeerTube, Vimeo, ClipChamp, Xbox GameDVR (make sure these are permanent), TwinGalaxies submissions. There are others but these are the most common ones used, just don't use icloud or samsung cloud.

Some people still use https://github.com/Slush0Puppy/retime/releases but this one as accuracy issues and theres really no need to download an application. https://github.com/zugebot/Jerrins-Retiming-Tool is useful if your game has a complex form of retiming, but usually communities make autosplitters for better accuracy, since youtube compression can make retiming inaccurate.
Avidemux can also be used, but its best used with raw footage from local recording, torrents, or mega/dropbox submissions. Once again, youtube compresses footage.
To get framerate, right-click on a yt video and click "stats for nerds". A bunch of stats will appear, with one of them being the frame rate. Most common framerates are 60, 30, and 25, but you will occasionally see 57, 27, 29, 19, and 11. For leaderboard accuracy sake, its best to round to a number divisable by 6.
