aren't they the same thing? im relativly new to speedrunning so if my time is wrong then fix it plz

i only submit runs that im proud of. however im very new to speedrunning. i have ran ssf2 level boards tho

loved this game when i was a kid playing on my cousins ps2. would love to run this game but apparently emulators are banned because of faster loader times? i cant be the only one who wants this so plz
