I'd like to end this age old discussion once and for all. I don't see any compelling reasons for allowing the frame rate to be limited to 30 via an external program. Only using the in-game frame limiter would make things simpler for everyone and everybody would be on a level playing field. It was never allowed for good reasons in the first place.
I would personally vote for banning 30fps from leaderboards submissions.
