I think it's kinda pointless to create a new board that I know for a fact is going to be inactive. If we do add Coin rush DLC categories, they'll probably go to category extensions. The individual levels board would actually work pretty well for that purpose. Definitely gonna talk about this with the mods.
"Complete every necessary level to get to the castle, including the castle" means exactly what it says. Though you are allowed to use an already completed save file for individual worlds, you have to do it the way you would from a fresh file. No skipping necessary levels.

As long as the file you've completed has 0 coins collected on it at the very end, the run is valid.
As far as star coins go, they count as coins. Did you know they're called star COINS?
Not to my knowledge at least. The TAS tools for this game are still not all that great.
You should do the actual run first. I think it'll be added to the category extensions board just like 100% multiplayer so no worries there.
Slight rule change for 100%:
You don't need to end the game with max lives, however you need to get them at some point during the run as it is a part of 100% completion. It would be helpful to mention in your run description when exactly you reached max lives as us mods also have lives and we usually don't watch entire 100% runs.
This rule change means that you don't have to go back to grind lives a second time if you died in your run. If any pre-existing runs have done this, their timing will be changed.
You need to keep up your P speed bar by jumping around. I'm pretty sure me and Juice's any% tutorial's first part covers that at some point so if you need help with it check it out.
If you're really that interested in "coinless", just do it. You don't need a leaderboard category to run it.
I use OBS to stream/record, you can add all kinds of windows you have open on PC. Timer is called LiveSplit
Use any type of camera in front of the screen. A lot of the people do this including me so you can just check out some runs
