I think Any% (J) is mostly a legacy board for runs that were tracked separately from this site (my run being the exception).
When I did my run, I had a suspicion that there were no language advantages, but I didn't confirm it (i.e. counting every text box on max message speed) until usk's recent WR.
The number of text boxes remains the same across NA, PAL, and JP versions (2 text boxes of difference in my count that I mostly attributed to human error.
I would be in favor of a separate category as a miscellaneous/niche. It might be neat to find a route between the 27 Stage worlds where it would be most optimal to use.

There are some patterns but it mostly comes down to having practiced it a lot. Early on don't worry about completing the puzzle fast. Just focus on completion and speed will come with time.
Tutorial videos on how to solve a 15 puzzle can help. Some runners get a puzzle app on mobile in order to practice on the go.
Since you mentioned PSP specifically, for the regular Any% you can actually choose to skip it entirely since with the overpowered gear you can deal with the encounters more quickly and the reason runners attempt the puzzle is mostly for a 1/6 item drop in 2nd place.
Timing I saw from runs that I looked at (and which was largely consistent)
- Time starts on starting a "1P game" (or confirming 1P Game on the home versions)
- Time ends when "Congratulations" appears on screen after the final level
- Level 4 default setting
"No continues" as a rule I feel is too prohibitive to runs, even if it is faster and a better display of skill; there were already runs that did use continues on the board.
Emulator (I feel) should be a separate conversation especially since there is an official arcade version on the Nintendo Switch eShop. I asked (and received a reply) in another post, but Switch version is simply labelled as emulator and I note my runs are played via the switch version.
