From my understanding, the item save glitch is a fail safe in the event that an overly complex physics interaction takes place. When two entities collide in just the right way, the game reverts them to an simplified collision process that allows them to just pass through each other without crashing the game or making things break. It can happen in any source game, but most easily achieved in portal because of the weird nature of portal collision.
