I wonder what are the differences between N64/Dreamcast/DS/3DS/PC/iOS and if so, why aren't they single-categories?

I really wanna practice some glitches on my N64 and i wonder if those glitches work in the NA version of the game

Why isn't Wii via USB Loader, etc. allowed? I mean, there are some people who wanna speedrun this game like me and we don't have the resources to buy a Gamecube and this game which costs more than 60$ where i live and i can't afford that. If someone answers this, i would be really happy if i could ever run this game... i mean... just think about the USB Loader, etc. as an advantage, not a banned tool. Thanks.
