He's referring to the trades you can have with the npcs. Also, I'm pretty sure you trade a nidoran male for a female not the other way around. Even if it was though you would be wasting too much time using a weak unevolved pokemon. One of the main appeals of the nidoran route is you get a nidoking extremely early.
