There is a user who submitted someone else's run as their own, and I am considering issuing a permanent ban. Should I contact the speedrun moderators about this?

When you apply for a game registration on the Speedrun site, I know that there should be a game play video, but how are the games before the launch registered? Personally, I was curious. Is there anything related? (linked)
