I'm thinking of learning this game once I learn to speedrun Mega Man III on GameBoy (I seem to be pulled towards speedrunning GameBoy titles)

Got a 6.6 in Mario Bros. Stage 1 today which is WR by .2 seconds!
My old 3DS broke a while back but that 3DS was the one I started out my Ultimate NES Remix cart on. Because this is a different 3DS it won't send any times I get to the regional list or friend list even if I place top 10. Is there a way around this?
In 8-2 at the point with the long jump after the bullet bill shooter section would it be possible to get a bullet bill to the jump and jump off the bullet bill and over the piranha plant to save some time? (Like get the bullet bill 3/4 over the pit then jump on it and get enough altitude to get over the pipe faster)
I'm fairly new and want to run the Super Mario Bros. any% category. Any recommended timer? Also how do I know exactly (down to the millisecond) how well my run was? I'd be thankful for any help.
