Like Danny said the camera being able to zoom out that far is what happens when you escape by sprinting. An effect of the sprint fov is that because your camera is zoomed out farther, it looks like your walking faster. (Note that the sprint fov doesn't actually increase your speed, but it looks like it.)

As for the speed glitch mentioned in guides; That glitch is done by climbing an object and either holding out an item or putting away an item. (You must be in the climbing animation when you equip or unequip the item.) After this is done, all you have to do is jump sideways.
