I think top 10 or 20 should require video. Either that or times within say, 10 minutes or so of the world record require video.

You can't skip 6-A because there are no cannons that take you to world 7, but you can skip 4-A. The only difference this has over Cannonless is that you can take the cannons.

Ya know what? If I have time tomorrow, I'm gonna attempt to find the lowest amount of coins required that is RTA viable. Judging by what you said, Kaoskarl, I guess we could maybe put a rule saying "max of {insert RTA viable coin amount here}" depending on how many close to TAS only coins there are. Well if you watch the IL WR for 5-4 you can learn how to do 5-4 skip, which will save 1:20 if you do it quickly, and then the airship skips save about another 30-40 seconds. So that’s 1:40-1:50 time save which woukd get you to about 31:4X so you’d need to save another 1:40ish by improving your gameplay. If you need to learn faster strats for certain levels just watch the IL WR.

Well, like in a pretty much any game, do a run and the chances of it getting added to the leaderboards are pretty high. I’m assuming it will need to have a few runs before it can be an official category.

You can get it back in 8-A. Actually, the RTA route has you damage boost in 8-1, then do 8-2 small then grab a mushroom in 8-7 so you can get propeller in 8-A, then keep it for castle.

First you should try going through it quick, but casually. Second you should try to keep propeller through airship to save from any mess ups. And third you should practice. It might help to slow down in a run until you can get more consistent. My best advice is to practice.
