As long as one account isn't banned for doing something, then having alternate account isn't against the rules. If however they are using the alternate account to circumvent a ban then it is against the rules, although you'd likely not know they were the same person unless they did the same stupid things.
I think they should only have one record for a game between all the accounts though, so both accounts can't have a record for Game X any%, but it's something you'd talk to game mods/site staff about.

No, there is positioning you can do to make it basically 100% consistent. A side note though, the boss battle is FPS dependent and won't work properly if you're running at lower than 30FPS. It's a problem I ran into when trying to run the game and record on my old laptop.
Also, if you can avoid it, try not to multi-post. Just edit your first one.
It's not a lack of people, it's a lack of time. You said that it's happening this Sunday, but 3 days isn't enough time to organize anything like this. People can't just do something like this, they need to take time off and such.

Indeed. It's going to be a database communication problem, not a problem with the number of shown items.
If anything it's probably doing the calculations to figure out the order of games every time the page is loaded. If that's the case, the calculations should really be done once an hour and written to a file, then the page reads from that file instead.
That's exactly how you beat the boss. You turn the paddle and that controls the angle the penguins bounce off at. They then walk and explode the silver objects around the room. Once all four are destroyed it triggers the next phase.
If I remember correctly, in Simpson's Hit & Run any% you basically reset most of the missions a few times and it will allow you to skip the mission entirely

I doubt they'd officially publish it here, but you can always make a thread for it. Of course, from there it's up to people, so you'd want to try and convince people to use it.
You can stream with that (Upload is what you need, download means nothing.) But it's sounding like your machine is a bit under powered for streaming, since OBS lags, which is generally what happens when you don't have enough resources for the programs to use.

But...why? There's already something to open a twitch stream on your PC. It's called Twitch.tv.
Always check with the mods if you're unsure of anything, but it should be fine.
