California, USAWe got it to work by putting the game in Windows 7 Compatability and RTSS limiting to 60, and having the game run as administrator. :-)
Message me on Discord, and we can talk, it is possible on a VM with installing guest tools and such it might not be ideal though, or I can help with it on Windows 10.
I think there is an issue that Starforce can't work on Windows 10, From what I know the release that is online doesn't have it, some releases have Starforce and other versions do not such as the second Russian release not having Starforce but the first one does. My advice, try installing an iso of the game from a different source.
Have you launched with administrator privileges?
Also, try putting it in Windows XP/Vista/Windows 7 compatibility mode
Its because the first one triggers a audio clip, the second one is too fast, and the third registers when the narrator mentions to press it again.
The reason Why most do not contain videos, is because There is a In-game leader board for each version. But I do acknowledge these issues and am working on them.
Either Emulation or a custom DS with capture built in
