It’s the debug menu, you can find it on GameBanana or in the Security Breach Speedrunning discord server

You have to pick up the red hand, not just let your hand sit on it, the trigger is at the door of the red hand room and extends to about halfway through the second prison cell

You are probably picking up the hand to late, the trigger for their spawning doesn't cover the whole survival section

You just kinda look at the ball on the thing and spam, thats really all it is
