Tiers are basically classifying a nation by strength. For example, Bhutan is a tier 1 because of its small economy, population, and military while United States is a Tier 7, meaning that the US is one of the most powerful nations in terms of economy, population, and military. Tiers can be confusing but can be broken down to economic strength, population numbers, and military power.
