Why was the practice range rules changed so you can't deal damage with other heroes prior? Wasn't that part of the stratergy?

Are we allowed to start from anywhere for the single heroes aslong as it's when we click the continue button, example pressing the button for continue when I'm on the edge of the spawn to make it easier to get to the bots, or pressing continue after my hero has it's ult?
