No, the only unofficial emulators allowed are Genesis Plus GX (via Retroarch normally), and Fusion.
Basically if you have full game run of another character submit it as sonic along with a note that it's for another character and we'll create a board for it and put it there.

I've been in this community for 4 years, and in that time, despite multiple changes to the comp mode boards over that time, nobody has had the desire to see or even mention having flaps recorded. I even pointed a few runners to this thread after you created it, the general response was there was very little point, the laps are so short, and there was (as there has been) no desire to log individual fastest laps. Hence why their length is a factor here and is something I've held since my initial response: "With laps being so short, I'm not sure sr.c is really the place for logging f.laps."
Aside from that, you go off and make claims that have no factual basis for your arguments.
werster doesn't submit his times because his videos don't comply with the emulator verification rules that were put in place a few years. He hasn't argued against the rules either, he just doesn't submit runs.
If you really want flaps recorded, feel free to create a google sheet of the ones you can find, you can also post it in a thread here if you like for others to see.
It's worth also pointing out, that using the same tech in the main game does not constitute a glitch. E.g. we go over ceilings in at least Hydro in Glitchless, along with a number of levels where we avoid triggers or path swappers to save time. So if we did something with splitting this off it would likely be using a different terminology like "Shortcuts"/"No Shortcuts".
I'm not on a pc at the moment, but from a quick glance over these, the flaps are generally longer than a single race here on comp mode.
Where they are in the single digit seconds like here (in the case of dfr and mrm at least) glitches or oob are performed to get the time and aren't separate categories.
By combining S3 and s3k, the glitched category end up requiring S3 to compete, having a board that separates them means they can be competed on separately, hence why they are separate.
Yes, you can, but the Sonic Classic Collection is a terrible way to speedrun it - screen crunch, bad frame pacing and bad input lag. Would be recommended to play it on another platform if possible.
The characters used to be split out, but it was decided to join them together as there's not a huge difference between them, along with most racing games not separating characters out. As for S3/S3K being split, there is a plan to bring in the GP times from https://www.speedrun.com/classic_sonic_extensions#S3K (with joining the characters into the same board rather than separate). Having them combined means S3 has an unfair advantage over S3K due to BP. I also believe the Desert Palace glitch is marginally easier on S3 than S3K.
Keeping S3K separate means it's not walling off certain people from competing (S3K is easily obtained on steam, S3 requires ROM splitting and using an emulator). Many EU players have an NTSC console, but a PAL S3 cart, and as only S3 is region-locked, they can't play S3 standalone.

You'll be fine if the 2nd controller eliminates the inputs. It is pretty obvious to the mods / verifiers when Tails has had controller input Vs what happens without. Your other option is running as sonic on his own, as the 2p controls do nothing.
I seem to recall Chrezm saying that you need to tap left very briefly once stair clipped in and before Sonic lands on the ground inside.
For the level wrap it wouldn't work very consistently, as the set up there is a subpixel manipulation from the start of the level. If not doing the level wrap then yes it makes the boss a lot easier to deal with. Check out some glitched All Emeralds runs or ng+ and some of them will opt for it instead.

I can't remember the specific example that drew my attention to it as it was a good few years back, and maybe my memory is wrong about it, but I remember there was someone who couldn't post on the forums, but could still submit runs.

I watched a little bit of the 2nd video and stopped after a few sentences, and what I can tell is, he is not ready to come back:
- Deleting comments that detract from the positivity he's aiming for, is creating an echo chamber, and just ignoring the valid criticism.
- Not reading the thread because of anxiety, again prevents him from addressing the criticism presented.
If he wants to re-earn the people's trust and respect (that he lost when those runs were discovered), he can never do that if he's only accepting the "Good job Jaypin" messaging. He can only be ready when he no longer hides behind videos where he controls the narrative on them. If this thread gives him anxiety, then he needs to stay away until he is ready to face it. If he feels he needs to delete negative comments on his update videos, then he needs to stay away until he's ready to address them.

One thing worth mentioning, which Jaypin88 doesn't really explain in the video... yes, he may have uploaded the runs to youtube in September 2015, but he submitted them to sr.c in July 2019; Almost 4 years later, 1 even had the submission text of "Super old runs I did a few years ago".
If the runs were submitted to sr.c. in 2015, or 2016 when Jaypin signed up for sr.c., I could possibly buy the apology for it, but they were sat on his youtube where long enough time had passed to realise it was wrong to have plagiarised the runs. It doesn't really matter if there weren't boards for the runs to go up until that point (I'm not sure when the IL boards for CD 11 were added). He made the conscious decision to add them to sr.c. way after the fact.
