There is this password protected zip file called "Please decompress after obtaining the password and clearing the customs.zip". Do I need this file?

I recently completed a run with a refresh rate of 165 Hz. As far as I can tell, having a high refresh rate will make the game run faster, causing the player to move faster and the text to go by faster while holding space.

If having a high refresh rate is not allowed, what is the highest you can set your refresh rate?
