With any%, NGG is just 20+ seconds faster. With Low%, It's theoretically the same speed but you can achieve a lower completion%

With 100%, its not actually faster than normal 100%. Because of this, there isn't really a point in the category existing. The only reason it exists is because people wanted to try their hand at routing it, so I made it a misc. category on the leaderboards.

You should be able to enable racing+ in the mod menu in game, and then exit the game and reopen it to get the Racing+ effects as you mentioned.

I assume it is since it'd allow you to "rush" maps without playing at all. Having a rule to say "You need to play" is vague, to ban NF is easier and works properly.
