I'm looking to run this and had a question about rules and timing. I saw the forum post from 2 years ago, but no rules are defined when clicking to view them on the leaderboard page.

Another question was about method of play. If emulators are allowed, what about running this on an snes classic. Using hakchi 2 on the snes classic runs the game through RetroArch using the Snes9x 1.52.4 core. I feel like that's an odd question, and can just emulate on PC if necessary.

As far as I've seen all the runners (including cleartonic) adhere to JRTA timing ("Power On" until THE END)

If the emulation stays accurate on the SNES Classic, it should be okay, but emulating on PC is probably easier anyway (or the more expensive solution of a flash cart on an actual SNES)
