TAS% makes no sense at all. The point of a speedrun is to see how fast a human can do something in game in a single segment run. There's a already a website for TAS Videos I think it's called TASvideos.org

What tools were used to make the TAS segment?

There is an emulator SMO will run on, so that may be it. Called yuzu btw.
