I'd like to speedrun LL (and Mario 1) but the rules say it needs to be streamed for the good times. My internet is too weak and I can't stream (for now). I'd like to know if there's some sort of setup that could be allowed to record offline, like a cam on controller or something?

as long as your run is over 8:10, then yes, but runs under 8:10 need to be streamed so good luck.
I don't know what the specs on your internet is, but it might still be possible for you to be able to stream it. You don't need a high quality stream by any means, it just needs to be streamed. Even streaming it at 360p is fine.
I doubt there would be any bending of the rules for not streaming a run under the current thresholds.
Streaming can mean 50 bitrate with a webcam pointed at the TV. If your internet is good enough to post messages here, I feel like it should be possible to stream
It's all in the effort to try to curb cheating and illegitimate runs. Not accusing you of trying to do that. It's just we have people who try to submit other peoples runs or a TAS or submit times that aren't even possible.
