The low% requirement for Shovel Knight is currently enforced but not retroactively. I would like to get rid of this exception since its a seemingly arbitrary exception. Some people were under the false assumption that collecting music sheets was inconsequential to getting a run accepted.

All of the runs that previously did not finish with 0% (or 1% on older versions) have been removed from the leaderboards due to a near complete agreement on actually enforcing the rule.
