Save Game Transfer can be used to download the NG+ Save for the New Game + category.

You can Transfer The Save Games from other people. Just rename the last number/numbers of the save game you want to use to the next number your next save game would have and paste it into the save game folder. E.g if ur last save game was "GameSave06.sav" you should rename it to "GameSave07.sav".
