Not sure if I'm missing something in the rules, so asking here.

For example, playing Outbreak using Reapers makes for a decent strat. But you get Reapers from the Tosh missions.

Since you have to do a minimum set of missions to reach the end I would say it's allowed. Either way I think you can use any unit depending on what missions you choose to complete from your campaign anyway.
