PCSX2 is the only good PS2 emulator on PC. It has an Android port called AetherSX2, but that requires a really powerful phone if you don't want to lag. It also works well on the emulators you can run on PS3 and PS4 if you jailbreak them. As for roms, the US version is basically just better than the PAL version because of the higher frame rate. The Japanese version has easier AI for the enemies, but slower transition dialog for the Hero's History category, so it's a separate category from US and PAL.
