Just need a quick expaination
So it may sound like a dumb question but for the only day stages and only night stages is it timed by IGN or everything beginning to end
Assuming you meant "IGT" there, then nope, all of the categories here are timed by RTA. Timer starts when the first stage's screen shows up and ends when the timer of the last stage freezes after hitting the goal ring for All Day/Night Stages.
