Play as the Joker was originally PS3 exclusive, nowadays it's also available on the Mac version, and the Return to Arkham remasters. There is also a way to mod him and the other missing challenge maps into the PC version, although I don't remember how off the top of my head and can't seem to find the guide for it at the moment.
