I don't believe there is a way to turn them off yet. You can however delete your perks sav.file and that will get rid of them.
It's located in AppData > Local > Playtime_Multiplayer > Saved > SaveGames Then just delete PerkSaveGameSlot.sav
If your worried about losing progress made on perks, you can make a copy of the sav and replace it later or edit that same file using a website like https://www.saveeditonline.com to give yourself all the perks
As of the most recent patch, there is no way of removing perks manually without doing what jxshii said
