After hitting new game, mash A to skip the opening cutscene. Once you see the loading screen, mash start to skip Professor Pacs dialogue. As the camera rights itself, hold down B to charge a rev roll, and hold up-left on the analog stick to get the correct angle. Release the fully charged rev roll and go through the fence, then do another short rev roll.
