Explanation: After a battle (no matter if completed or flee), the game thinks you stand on the ground for a frame, allowing you to jump on that one frame. To do this skip you flee, then hold the pad to the right and mash A, B, Y and X since X and Y also allow both to jump. Since it's a 1-frame jump, it might take a few tries, but when done sucessfully, you skip the entire Dozing Sands. IMPORTANT: before performing the skip, go downwards and go to the mole tutorial, otherwise you will not be able to proceed later on!
