The only items you cannot use in a run are the Infinity Bandanna and Stealth Camo. all other NG+ items are fair game.

I see PS Now is allowed, but what about PS Now for PC? just want to make sure there's no major differences

To my understanding PSNow via PC should function in all the same ways PSnow on ps4 would. So yes, barring extreme differences, accessing PSNow via PC is a viable method of play.
