It has come to my attention that the top 2 Any% glitchless runs on dimension parkour use a damage boost on a cactus. I'm very confused whether or not this is allowed as the rules strictly ban damage boosts.

It seems you've gotten a little confused. By "top 2 runs" i meant 1st and 2nd place. Both runs utilized the damage boost strat. Therefore, the WR by ricardogamer13 is invalid and the current wr is the 13:48 by rasvakala.
In 1.21.2 Mojang fixed the sneak slime glitch, which is the most used glitch used in speedruns, because of that, from now on, all the old runs are moved into 1.20~1.21.1 category, and the default category is now 1.21.2+.
