Can a mod specify that forums shouldnt be used to create new category ideas?

How are they supposed to do that

this is barley advertising and I'm pretty sure its allowed (category ideas part)

1. I have killed a pink sheep in under 13 seconds before, so that's not a WR
2. Forums aren't for suggesting new categorys

also i think they should add a category where u need to get 13 seeds and 2 dirt blcoks as fast as possible i currentrly have the wr with 17 hours!

yeah I see people make that point but we have a sonic tails knuckles category so it category extensions even serious? and I didn't know forums aren't for suggesting new category's but everyone does it anyway that's like 60% of the forum posts.
