Just to elaborate on this, the Event Synthesizer races (each difficulty) count towards the percentage, and I assume you didn't do those.

having "Licence Prizes" seems redundant as there is nothing currently in the category rules that states it needs to be a new file
True, the rules don't say anything about it, but for every single run on the leaderboard, the runs start from a blank save file.
if one version is deemed to have the best advantages for Speedrunning; that is the version people should be running
I get that, but every game I moderate on the site has regions separated, because, I play on console, PAL specifically, that means I would need to either mod or buy a separate console to play other regions. And before you say "well just run emulator, everyone does that these days", I don't. People should not be handicapped for running a different version, especially if they choose to go with legitimate hardware.
Though I am a moderator for this series, I am not a Wipeout player in general, but I plan to focus on Wipeout 3 in the future. Please join the Wipeout games community, we shall base our operations there.
As a side note, the MMR (Misfit Mascots Relay) is hosting an event for less-well-known games in October, and I proposed Wipeout 3 Special Edition. Although it has no active runners at the moment, we could change that.

The list does not include Level up, Summon enemy or Puppies transform, the latter only available after finding at least 5 puppies. The game also has a Randomizer page, which is very rare to run into.

Something curious arose as I looked into the matter.
I had always assumed the Escudo route would be the way to go for in rally% (without license prizes). Well, it is almost certainly still the case for PAL: Sough's new routing for NTSC-U involves using the Tigra Ice Race Car for the rally events instead, requiring less grinding than the Escudo.
Where's the issue, then? Well, in both PAL and NTSC-U, the Cultus in the Hillclimb race is beatable with the Tigra using a heavily modified setup and, obviously, getting a quick run. However, try as I might, I was unable to repeat the same feat against Escudo. As it turns out, the Escudo ghost is considerably slower in NTSC-U than PAL, rendering the Tigra route unviable for PAL.
As such, I've decided to split the rally% category for each region. While this doesn't concern most people, as beating Cultus with Tigra still requires a decent run, it is still an obvious region difference, similar to NTSC-J any%, albeit in a much smaller scale.

I decided to remove the platform division for licenses, since I don't see it being necessary and don't know why it was a thing in the first place, since the in-game timer is used.
I am, however, aware of rally apparently being faster on NTSC-U compared to PAL, but this should be the only difference (apart from NTSC-J's rally physics being ice)
If, however, this should become an issue when it comes to the timer accuracy, we will revert it back.

It is long overdue, but I finally separated the regions. The reason this took a while is because in the old version of the website, to my knowledge, had no page for managing all the runs. This meant I had to open up every run separately so I could update them after creating the split. But now with the updated site, you can add subcategories without the worry of runs disappearing - subcategories get automatically assigned to existing runs now as well!
Please note that the region doesn't matter for MS DOS. Naturally, the PC version of the game would only have one region, and as such, I will assign NTSC for it. How the subcategories work is you apply the to-be subcategory to either Full game & levels, or only Full game. There is no option to not include a subcategory for the Miscellaneous categories, or categories where PC is used. This was the easiest course of action, rather than create individual subcategories, just the region split alone, to only have them in the categories where they matter.
Should this nitpick become an issue, I will have to go through the arduous process mentioned above. That said, now no one doesn't have to be forced to play NTSC...as far as consoles go!
