Some PS2 models have one specific issues where they freeze up, but other than that PS2 version runs really well, almost as fast as emulator. If you use emu it is recommended to use psxjin, if you cant do that either bizhawk or a recent epsxe (even though thats still not recommended because of bad displaced rendering affecting how some trick positions look). That said psxjin and bizhawk can also lag sometimes. Try to reduce your browser usage while streaming/recording. If possible move the browser off of your main monitor and don't have any video players loaded (twitch/yt/etc).

In a perfect world we would only use consoles for everything, that would avoid a lot of weird stuff. Unfortunately that can't always be the case. I would say that if it is an objectively verifiable way to do the ace as it would be done in non-replay mode and on console its fine as a run. If it is not verifiable then its a problem.
I don't know, but I suspect that there will be little to no difference in load times. There may be a bit less lag, but that is just about it. I think fast disc speed PS2 makes the game crash. 360 is far superior and your best option if you have access to one.
Biz has weird issues with sotn. It doesn't sync audio correctly so you lose 1 second every minute. Then the menu delay seems odd, more like ps3.

On the different emus and PS systems even more. Another thing of note is that due to capture card delay it may appear to be different on screen sometimes.
Unless the xbox emu is faster than 360 all of this is completely pointless. PSX/EMU/PS2 is just different and not comparable in this way at all. Players just need to fucking deal with playing on a slow system. If Xenia is faster then that will have to get calculated and added as a handicap or separated entirely.
