Easiest way to figure it out would be to record gameplay of it for about an hour, and the multiply the size of that video by about 300.

This is a very strange question. You're submitting to a leaderboard that's sorted by run time... so obviously the run time is necessary.
To be clear, you should still definitely time your run with something regardless of what's required just so that you know how long your run is. Symystery just meant that you don't need to use any specific timer, or show it in the video or whatever.
As long as the moderators can clearly see the game and tell what's happening it should be fine, do what you gotta do.
People can't submit games on your behalf, only someone who has actually done a run can submit it. You'll just have to wait until your account is eligible. That said, at a glance I suspect this game wouldn't be added anyway.

For Super Mods, if they haven't logged into the site in the last 3 months you can create a support ticket to have them removed. Otherwise you're probably stuck with them unless they decide to step down on their own (although it might be worth requesting it anyway if they're mostly inactive, unresponsive, and make major mistakes when they are around).
For regular mods or verifiers, when/if they should be removed is at your discretion. If you boot people for no reason that might lead to issues, but inactivity is a perfectly valid reason to remove someone.

Perhaps one of these in Settings->Rules is unchecked when it should be checked? The only other thing that would have this effect is a variable (they have a similar "values obsolete each other" setting), but that game doesn't seem to have any.
If there's something specific you need help with we can probably answer, but actually appointing people as moderators who aren't familiar with the game is generally not recommended.

At a brief glance, I suspect many of these games will not meet the site's criteria for new games, but definitely read them over yourself, and if you think there eligible (or you're just not sure) then go ahead and submit them.
Generally, if the game rules don't explicitly say that a mod is allowed, you should assume it's not. Even cosmetic only mods tend to be frowned upon, since there's always a chance that modifying the game could have unexpected side effects that give you an unfair advantage in a run, especially if you have no idea what you're doing (or worse, the mod creator has no idea what they're doing) while messing around with the game files.
Camera mod sounds like something that could technically give an advantage even if it doesn't strictly make the game faster, I would be wary of using anything like that personally. You'll have to ask in the forum for that specific game though, every game has its own rules on this sort of thing.
In general I wouldn't worry too much about wasting the moderators' time, they know what they signed up for. Obviously don't waste their time on purpose, but yeah.
Best practice is to cut the video so it only includes the attempt where you got a personal best. Submitting the full VOD with a timestamp is fine, though.
There is no limit to how often you can submit runs (unless there's some rate limit that effects new users specifically - if you run into something like that just try again later). Although, personally if I get multiple PBs in a single day I prefer to only submit the best one from that day, I just see no value in uploading and submitting all of them.
