Yes. Rightclick -> Settings, and you can set a hotkey for Skip split and Undo split, which are useful in moving forward or backward in your segments without having to stop the run.
If it's 1 button for multiple inputs, then it's a macro.
If you're simply reassigning a key to a mouse button, even if it requires software, then there's much more room for debate.
It's the moderator's job to verify the time of your run. No game should require you to show a timer on the video unless there's a very good specific reason (like if an autosplitter is necessary for the timing rules.)
However it's good to have a timer if you want to track your progress or to show your pace to the viewers. LiveSplit is the free software used by most runners. You can frame it into your footage if you like, just be sure to avoid blocking any gameplay or important on screen information.
Editing a timer into a run video after the fact is entirely pointless, but you can do it if you want to.
One last thing: if the game's rules say that you need a timer on your video, you can challenge that rule. Ask why the rule is there. If there's no good reason, well... It's unusual, unfair to beginners, and often shows that the mods aren't properly verifying times.
