You don't need to be a super mod to discuss your ideas with the existing super mods. Contact them.
You currently don't have any contact info listed for yourself. That's a requirement.
You need a run pending in the game. Exceptions are made if the category doesn't exist as a result of a moderator's negligence, which is not the case you're raising here.
I'm afraid this'll come across as blunt, but your qualifications aren't really relevant for this topic. You should forward them to the person who can make a decision on this, that is, the existing mods.
The site staff won't mod a new user behind the existing mod's back. Can you imagine if that was how it worked?
As to your claim that the current mods "seem to turn out to be inactive in this Super Mod qualification judgement/estimation/acceptance subject" (??), if I understand you correctly... Well the threshold is 3 months without logging in, or 3 weeks if there's a sitting run pending approval. Considering that no verification is required for runs on that board, the 3-month threshold is met by some of the mods. But not all. Again, take this up with them. This topic is for people who can't do that.
The mod has two contact methods. Which of them did you try?

Yeah what Pokemon said. You shouldn't remove the runs from Cyberscore.
You certainly can copy the times over and the usernames, and even the video links if they're hosted on a third party site like YouTube, which has its own policies and user controls about sharing.
I think Dracaarys was asking if, in addition to rejecting a fake or bad faith submission, there are any other steps to be taken. Like getting the user banned. (That's why this topic exists right?)

There doesn't seem to be any problem with the current mod, who was online today and who verified your run within a day of it being submitted.
You both have Twitch, did you try whispering?
Your job is to contact the moderator directly and ask, if that's what you want.
8 days is longer than ideal, but it's not unreasonable. The moderator is a busy guy, just look at all the games he moderates. He has been away for 4 days, so he's got lots of catching up to do.
If you want to help out, now is the perfect time to offer that to the moderator. Do so directly.
Friendly reminder that just because someone doesn't stream doesn't mean you can't try whispering them on Twitch.
I check my whispers daily. I can go months without streaming.
Also, a less friendly reminder that if the mod has Twitter and you don't, that's your problem, not theirs. The system wouldn't work if mods were forced to have contact links for every possible media.

Is there any value in having a feature that embeds a YouTube video on the left sidebar of the game page?
I'd use it for something like a trailer for the game, probably, instead of a soundtrack. Or a speedrun tutorial?
