As of writing this, there aren't rules about restricting your monitor's refresh rate to cause the game to behave differently.
With this in mind, the lower your maximum framerate is (with V-Sync on) the higher your character is able to jump. This can be lowered by adjusting your monitor via the operating system settings (assuming your monitor has a range of settings or lowered values). 60Hz in my view makes a lot of the in-bounds skips simple, 50Hz and lower make them easier still but then cross into having juddery gameplay.
The ultimate trade-off here is that enemies' projectiles will also move more quickly on lower framerates, so the few open combat sections are tough, although hotkeying your refresh rate could theoretically mean you can switch back and forth for specific sections.
Changing the maximum framerate along with the video resolution with the in-game settings, again as of writing this, doesn't appear to influence the gameplay at all. The monitor itself however, does.
