• You can use RivaTuner Statistics Server from MSI Afterburner to limit the framerate of specific applications or all applications that use Direct3D or OpenGL.

• If you have Nvidia, you can also open your Nvidia Control Panel and set the hZ on your GPU or monitor to 60 hZ temporarily.

• Bandicam has a frame rate limiter option, though due to the loading screen, sometimes it will lose the graphic hook upon starting a race so framerate resets, but it may be reset by alt-tabbing or waiting for it to hook again, or hitting record on the loading screen.
