Quick question : "No turbo allowed." What does it means ? What is a turbo ?

It's a button that when held, registers an input on every other frame, such that you can attain the fastest possible firing rate allowed by the system. Leaderboards will ban this feature if the original system did not have this, as it allows for inhuman, TAS-like reflexes that nobody playing on legitimate hardware could possibly emulate.
