I Photoshopped together the first 12 phases of Balloon Fight (NES) and wanted to submit it for others to use, it's a really valuable tool for people who just started running the game.

I can't find anywhere to submit it on the Resources tab.

Can anyone help me post it?

The issue is that you probably don't have a verified run in the game, where currently you need a verified run in that game to post a resource or guide.

But luckily with the upcoming site's redesign - there is a setting, which the moderator(s) of the game can change, to allow these to be posted without a verified run😎

So, submit a run to that game and wait for it to be verified. Or, wait until the site updates, and then message that game's moderator(s) to get them to change that setting to allow you to post a resource.
